⚓ Article I: Waterfront, Harbors & Docking Customs
All watercraft, steam sloops, and cargo barges entering Flotsam Shallows or the North Basin must moor exclusively at certified slip moorings and register manifests with the Harbor Master upon arrival. Unattended vessels moored outside designated maritime slips for longer than forty-eight hours are subject to municipal impoundment and salvage claim.
Discharging untreated alchemical solvents, petroleum tailings, or caustic vitriol directly into harbor waters carries immediate vessel forfeiture and exile beyond the breakwater.
⚖️ Article II: Public Decorum & Weaponry in Center City
Center City, the Grand Plaza, and the promenades surrounding Town Hall constitute civilian sanctuary zones. Open brandishing of unsheathed blades, high-caliber firearms, or unshielded destructive apparatus without sworn civic constabulary commission is strictly forbidden.
Brawling, physical harassment, chemical intoxication causing civic unrest, or breach of the peace within one hundred yards of Town Hall shall incur summary arrest and detention under municipal magistrate authority.
🏛️ Article III: Somnium Academic Sanctuary Protections
The grounds, cloisters, lecture halls, and ateliers of Somnium Conservatory and Institute of the Arts are chartered as sovereign scholastic sanctuaries. Within these boundaries, academic discourse, theatrical expression, esoteric research, and aesthetic experimentation are protected under Dean's Privilege.
Civilian faction disputes, commercial debt collections, and inquisitorial enforcement may not trespass upon Somnium lecture halls during active class periods without written joint authorization from the Dean of Admissions and the Town Hall Magistrate.
📜 Article IV: Commercial Trade, Tariffs & Licensing
Any merchant, apothecary, purveyor of antiquities, or hospitality establishment operating within the archipelago must maintain a verified parcel trade license recorded in the Civic Registry. Street hawking and unregulated vendor displays are prohibited along The Gilded Promenade.
The dispensing of Class III Caustic agents or Class IV Alchemical Venoms requires an accredited Apothecary License from the Somnium Alchemical Lab. Unlicensed distribution constitutes high civic endangerment.
